ASEAN-UK Spotlight

Clean Industries in Southeast Asia: ASEAN-UK Partnership

This high-level session will officially launch the ASEAN Clean Industrial Manufacturing Strategy and present findings from two in-depth case studies on the cement and ammonia sectors. The session will provide practical insights into how the Strategy can support industrial decarbonisation and advance clean manufacturing at both regional and national levels.

Bringing together representatives from ASEAN institutions, governments, industry and development partners, the session will explore practical pathways to accelerate industrial decarbonisation across Southeast Asia. The region accounts for approximately 6% of global GDP and is the world’s fifth-largest economy. As Southeast Asia strengthens its position as a global manufacturing hub, its energy demand is projected to grow significantly, highlighting the importance of advancing cleaner, more competitive industrial production.

  • The session will open with keynote remarks from the ASEAN Secretariat’s Energy and Minerals Division on accelerating industrial decarbonisation in ASEAN, followed by presentations of the two sectoral case studies. Climateworks Centre will share insights into decarbonising Thailand’s cement sector, while Mission Possible Partnership will explore opportunities to advance the green ammonia value chain in ASEAN.
  • A panel discussion featuring representatives from the UK Foreign, Commonwealth & Development Office (FCDO), the ASEAN Centre for Energy (ACE), the ASEAN Member States (Energy Efficiency and Conservation Sub-Sector Network), Climateworks Centre and Mission Possible Partnership and industry will examine how the region can move from commitments to commercial implementation and scale up clean industrial solutions.

The session will conclude with the official launch of the ASEAN Clean Industrial Manufacturing Strategy, marking an important step towards strengthening regional industrial competitiveness while advancing decarbonisation.

The session is delivered under Clean Industrial Manufacturing for Promoting ASEAN Competitiveness and Transformation (C-IMPACT), an initiative supported by the ASEAN–UK Green Transition Fund. C-IMPACT aims to accelerate the transition to clean manufacturing across ASEAN, strengthening regional competitiveness while supporting the region’s energy transition ambitions.

The initiative will deliver:

  • A regional clean and competitive manufacturing strategy co-designed with ASEAN stakeholders to ensure local needs and expertise drive implementation.
  • Sector-specific case studies (ammonia in Indonesia and cement in Thailand) to stress-test the strategy in sectoral and country contexts, considering emission reduction, job creation, differing economic development across ASEAN and value generation.
  • Scalability toolkits to complement the two case-studies, with lessons learned to inform scale-up across all ASEAN.
