Mr. Fred Burke founded Baker McKenzie's Vietnam offices in the early 1990's and has been managing both of them since then. His work in relation to Carbon Credits under "Project 30" (an administrative reform program) lead to work on the first "international standard" wind Power Purchase Agreement in a project supported by President Barack Obama in 2016 and funded by GE Wind. Since then, he and his colleagues were involved in three technical legal assistance projects, helping the Government to establish and improve the legal framework for solar and wind power, and specifically, the initial Decree on Solar Energy, under two World Bank funded programs, the framework for a renewables auction program, and a project for improving the Solar Rooftop Power Decree. In the meantime, he and his colleagues at Baker McKenzie in Vietnam, and globally, have worked and continue to work on dozens of solar and wind power projects, from the planning and development stage right through financing, construction and commissioning.
