Andrew Cross

Deputy Treasurer, Asia & Pacific
International Finance Corporation

Andrew Cross is the deputy treasurer for Asia and Pacific at the International Finance Corporation (IFC), a member of the World Bank Group and the largest global development institution focused on the private sector. Based in Singapore, he leads IFC’s treasury, debt capital market and syndications transactions across the Asia and Pacific region.

In the region, IFC offers its clients various capital-market-based products including local currency loans funded through bonds or swaps, partial and/or full credit guarantees. The team also provides credit enhancement through structured products, risk sharing facilities and customized derivative based hedging solutions. In addition the team manages IFC’s syndications activities with banks, development finance organisations and increasingly institutional investors.

Most recently, Mr Cross was the head of the Sub-Saharan Africa, Latin America and Caribbean teams responsible for the delivery of local currency products within IFC treasury.   Mr Cross joined IFC in January 2006 as a principal financial officer and a member of the funding team. He was involved in the Corporation's market borrowing operations, raising $10b annually. In addition, Andrew was involved in the IFC program of emerging market local currency issuance. 

Before that, Mr Cross was an investment banker at Merrill Lynch International from 1993 onwards initially based in London. He worked as a director in debt capital markets with responsibilities spanning sovereign, corporate and financial institution clients in the Europe, Middle East and African regions.

From 2000 to 2002, Mr Cross was based in Johannesburg at Merrill Lynch International with responsibilities for Southern Africa debt capital markets.  Andrew has an undergraduate degree from the University of Waikato, New Zealand and an MBA from the University of Cranfield, United Kingdom.
